County Convention — Saturday, March 27, 2010
Magisterial District Canvasses — March 20, 2010
I, Anthony Bedell, Chairman of the Fairfax County Republican Committee, in accordance with the Plan of Organization of the Republican Party of Virginia, Inc., hereby issue this Call for Convention of the Fairfax County Republican Party and a Republican Party Canvass in each Fairfax County Magisterial District.
Qualifications for Participation
All legal and qualified voters of Fairfax County, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin, or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing, as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.
FAIRFAX COUNTY REPUBLICAN CONVENTION
The Fairfax County Republican Convention shall be held at West Springfield High School, 6100 Rolling Road, Springfield, VA 22152 on Saturday, March 27, 2010.
Registration will begin at 7:30 AM and close when the Convention closes. Registration shall be suspended during any vote that requires a ballot of any kind. The Convention will be called to order at 9:00 AM. Voting will begin no earlier than 9:30 AM. It is anticipated that voting will begin at, or shortly after, that time.
PURPOSE OF THE FAIRFAX COUNTY REPUBLICAN CONVENTION
The purposes of the County Convention shall be:
(1) To elect a Chairman of the Fairfax County Republican Committee;
(2) To elect one hundred and twenty (120) At-Large Members of the Fairfax County Republican Committee; and
(3) To elect 163 Delegates and 163 Alternates to the Eighth Congressional District Convention. The purpose of the Eighth Congressional District Convention is to elect an Eighth Congressional District Chairman of the Republican Party; and for the transaction of such other business as may properly come before the convention.
(4) To elect 350 Delegates and 350 Alternates to the Tenth Congressional District Convention. The purpose of the Tenth Congressional District Convention is to elect a Tenth Congressional District Chairman of the Republican Party; and for the transaction of such other business as may properly come before the convention.
(5) To elect 341 Delegates and 341 Alternates to the Eleventh Congressional District Convention. The purpose of the Eleventh Congressional District Convention is to elect an Eleventh Congressional District Chairman of the Republican Party; and for the transaction of such other business as may properly come before the convention.
(6) To transact other such business as may properly come before the Convention.
Balloting at the county convention
Election for Fairfax County Republican Chairman shall be by majority vote. In the event that no candidate receives a majority of the votes cast on the first ballot, it shall be in order to proceed immediately to a second ballot. Subsequent ballots shall be so conducted until a candidate receives a majority vote. In the event that subsequent ballots are required, if there are more than two (2) duly-filed candidates for Chairman, the candidate receiving the lowest number of votes on each succeeding ballot shall be required to withdraw from consideration.
Election for Membership-At-Large to the Fairfax County Republican Committee shall be by plurality vote, and shall not be weighted by magisterial district. The one hundred twenty (120) persons receiving the highest number of votes shall be deemed elected County-At-Large Members of the Fairfax County Republican Committee.
Composition of County Convention
The Fairfax County convention shall be composed of delegates and alternate delegates of the respective Magisterial Districts they represent. Representation shall be based on one (1) delegate vote per 500 of the total number of Republican votes cast in each Magisterial District in the last gubernatorial and presidential elections combined. MAGISTERIAL DISTRICT REPUBLICAN PARTY CANVASSES
The Fairfax County Magisterial District Party Canvasses will be held on Saturday, March 20, 2010 at The Fairfax County Republican Committee Headquarters located at 4246 Chain Bridge Road, Fairfax, VA 22030 with voting to commence at 9:00 AM and concluding at 5:00 PM.
Purposes of the Magisterial District Canvasses
The purpose of the magisterial district canvasses shall be to elect Delegates and Alternates to the County Convention as follows:
To elect District-At-Large and Precinct-level members of the Fairfax County Republican Committee, in accordance with the membership allotments stated below in this Call.
Election of Delegates to Conventions and County Committee Members
Wherever under filing(s) exist for: County Committee Membership at the Precinct or District At-Large levels; Delegate to the County Convention; or Delegate to the 8th, 10th, or 11th Congressional District Conventions, all duly filed individuals for the respective positions shall be declared elected and the canvasses shall be cancelled. In the event a canvass is required, all duly-filed delegates in any over filed district or precinct shall be informed in writing by mail or email.
Wherever over filing(s) for the County Convention and/or membership to the Fairfax County Republican Committee from any Magisterial District — either on Precinct or District-at-Large level — shall exist in a Magisterial District, separate paper ballots shall be used in that Magisterial District Party Canvass for each class of positions being elected. Ballots shall list each duly filed candidate in alphabetical order. Election for all positions shall be by plurality vote. Individuals receiving the highest number of votes, up to the maximum allowed, shall be declared elected.
Candidates must be duly filed in accordance with this Call and, as appropriate, the Calls for the respective Congressional District Convention. There shall be no write-ins and no filings from the floor of the Magisterial District Canvasses or the County Convention for any position whatsoever. Candidates must be registered voters in the Magisterial and Congressional District from which they file as of the filing date indicated in this Call.

District Conventions shall be composed of delegates and alternate delegates of the respective units they represent. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last gubernatorial and presidential elections combined. FILING FOR FAIRFAX COUNTY REPUBLICAN COMMITTEE CHAIRMAN
Any person who desires to seek election as Chairman of the Fairfax County Republican Committee must file in writing a signed statement to that effect with the Fairfax County Republican Chairman, or his designee, accepting applications at the Fairfax County Republican Committee Headquarters, 4246 Chain Bridge Rd., Fairfax, VA 22030, by no later than 5:00 PM on Friday, February 26, 2010 along with a filing fee of $100.00 by personal check only. (Postmark shall not count.)
FILINGS FOR DELEGATE AND COMMITTEE MEMBERSHIP
Candidates for Delegate to the County and/or Congressional District Conventions, State Convention and/or for Membership to the Fairfax County Republican Committee, must file in writing on the official FCRC filing form for the same with their respective Fairfax County Republican Magisterial District Chairman at the District Chairman’s residence or other designated location, or at the Fairfax County Republican Headquarters, no later than 12:00 noon on Saturday, March 13, 2010. (Postmark does not count.) The delegate and/or membership candidates shall sign such filings, and all necessary fees for each separate filing shall be attached to such filing. The official filing forms shall be made available at the FCRC Headquarters no later than 12:00 noon, February 5, 2010.

APPLICABLE FEES
There will be no registration or filing fee charged for, or associated with, participation in the Magisterial District Party Canvasses.
All candidates for Membership on the Fairfax County Republican Committee shall pay a non-refundable fee of Fifty Dollars ($50.00) for the first level of membership desired (Precinct level, Magisterial District-At-Large, or County-At-Large), and Five Dollars ($5.00) for each succeeding membership level. No individual will be elected to more than one level of membership. The order of election shall be: Precinct; District-At-Large; and County-At-Large. The filing fee for FCRC membership will be applied to the dues for County Committee membership for two years.
Each candidate for Delegate to the Fairfax County Republican Convention shall pay a filing fee of Twenty-five Dollars ($25.00).
Each candidate for Delegate to the respective Congressional District Conventions shall pay a mandatory registration fee as follows in order to participate.
8th Congressional District: $35.00 10th Congressional District: $15.00 11th Congressional District: $20.00
All applicable fees must accompany the Official FCRC Filing Form. All payments must be made by personal check or money order, payable to the Fairfax County Republican Committee. No cash, credit cards, corporate checks or political action committee checks will be accepted.
Each filing form shall have a separate personal check or money order for any applicable filing fees attached to such form. All filing forms must be reasonably legible and contain all mandatory information requested therein. All noncompliant forms shall be subject to rejection, and funds attached to such noncompliant forms shall be deemed contributions to the Fairfax County Republican Committee. In the event that the accompanying payment is less than what should be stated as the total fees, monies paid will be applied in the following order, as required, to satisfy fee requirements for the respective positions sought: first, to Fairfax County Republican Committee membership; then, to the Fairfax County Republican Convention; then to the respective Congressional District Republican Convention. In the event that there are inadequate fees submitted to cover all positions applied for, any residual monies following application of adequate fees to the respective categories will be considered a donation to the Fairfax County Republican Committee.
CONVENTION and CANVASS COMMITTEES / RULES
Members of the Temporary Convention Rules, Credentials, Nominations / Elections, and Resolutions Committees shall be appointed by the County Chairman, and shall meet prior to the start of the Convention. The Convention shall be conducted in accordance with the Plan of Organization of the Republican Party of Virginia, Inc., and the current edition of Robert’s Rules of Order.
Resolutions proposed for consideration by the Fairfax County Republican Convention shall be typed and submitted to the FCRC Headquarters by 12:00 Noon, Friday March 19, 2010. No resolutions received after this deadline shall be accepted, and a postmark will not count.
Committees and Rules for Magisterial District Party Canvasses applicable to all magisterial districts shall be adopted by the Fairfax County Republican Executive Committee within five (5) days of the Close of Delegate filings, and thereafter will be available for inspection at the Fairfax County Republican Headquarters. The Party Canvass shall be conducted in accordance with the Plan of Organization of the Republican Party of Virginia, Inc., and the current edition of Robert’s Rules of Order.
This Call shall be published in a daily newspaper of general circulation within the District at least seven (7) days prior to the earliest filing deadline provided herein.
